Protocols for working with children in art

On 1 January 2009 the Australia Council introduced its Protocols for working with children in art. They address the depiction of children in artworks, exhibitions and publications.   

These protocols aim to help artists and arts organisations who work with children to do so with proper care and responsibility. Adherence to the protocols has been a condition of receiving Australia Council funding since the time they were introduced.

The protocols recognise that a number of state and territory laws relating to employment and child pornography will apply to artists who present or distribute depictions of children.  As these laws vary between Australian states and territories, these protocols have been developed to provide a minimum common national standard for artists and arts organisations whose artworks or projects involve children and who are seeking Australia Council funding.

The protocols came into effect on 1 January 2009 and were reviewed in early 2010. The review found that the protocols were generally well received and assist artists and organisations to understand their responsibilities, rights and obligations when working with children. Following the review, some amendments have been made to clarify the intent of the protocols and make it easier for people to understand their responsibilities and comply with the requirements.

About the review and feedback process

The Council made a commitment to monitor the implementation and review the operation of the protocols after 12 months in operation. The Australia Council conducted this review during January and early February 2010. The document available below contains the following:

  • Steps of the review process
  • Feedback on the protocols from the various groups and individuals
  • Key findings about the use and effectiveness of the protocols and actions taken to address those issues.
